Barbara T. Stephens is the Director of Business Operations/HR Consultant. She has worked with District 4 since March 1, 1995. Prior to transferring to Human Resources in 2002, Barbara served as Administrator for the District 4 WIC Program. She has previously worked in the banking field in the areas of audits, compliance, and security. In 2017, Barbara was moved into the role of Director of Business Operations, overseeing HR, Finance and Accreditation. She received her Bachelor of Arts in Business Administration, with a concentration in Finance, from LaGrange College in 1990. She is a Graduate Human Resource Professional through the University of Georgia’s Carl Vinson Institute of Government and completed the College of Public Health Leadership Academy in 2013. Along with her membership on the Georgia Council for Human Resources, Barbara serves as the coordinator for the State/District Human Resources Directors group for the 18 Georgia Public Health Districts.
